- ➤ Lorain County Public Health reported that from Dec. to Feb., an underage buyer received tobacco at 28 percent of 78 stores — a 10 percent increase from last year. The agency will send letters to retailers and use signage to reinforce the Tobacco 21 law. News 5 Cleveland
